Governance bucket - about budget allocation

This post is to share with you where we are concerning budget allocation for the scope of governance work. Sorry for the length of it.

Some elements of context / Reminder of post-summit decisions (Summer 2015)
1. Decentralize work related to coordination & governance tasks, that used to be mostly centralized in a coordination role taken on by one person (Fran)
++By allocating this money to a governance bucket (700 euros / months)
++and describing the tasks behind (cf. Post of Francesca
2. Form a team to work on what we called “Governance process”, ie work on finding a way to solve tensions that have been raised at the summit and make OuiShare a learning organisation
++By an open call in the community to join this team
++and finance this work by part of the governance bucket money
3. Distribute part of the extra global budget for participatory budgeting , find a team to manage the process and finance it as well with this bucket money.

Question raised end of october : How do we allocate the bucket funds, now that some of the tasks are completed?
+ 1st HO - 4th of November - with people from Gov process team, Etienne from participatory budget team & Francesca → conclusion in this post
+ 2nd HO - 24th of November - with Simone & Maud

++ The conclusion : today, the scale of the budget seems too small to use tools such as liquido or co-budget; value accounting seems the right tool so far.
+ Proposition :
++ Discussions we propose to have at next summit : clarify for the following months :
+++ What is OuiShare Global? What is the scope of OS Global governance?
+++ how much money goes to governance bucket (and is needed)
+++ how to allow more dynamic management of the flow of activities and related money to finance those activities?
+++ What value the P2P budgeting process brought and how we want to continue to implement
++ In the meantime, we need to agree on a first distribution of the 2700 euros left in the bucket among the different tasks needed and do value accounting for distributing the money.
+++ To see where does that money comes from and how it has been used so far, see this chart

Here are the following tasks identified that should be financed by the money left :
+ Participatory budget / follow up for next summit (actively help people that received money from the P2P value accounting to get the right information on how to get/use the money, see how much value it brought, prepare discussion at the summit…) (valued around 300 euros ?)
+ Gov process work (QUEST method + coordination) (what has been done so far + finishing the questioning phase and preparing the discussions at the summit related to that) (receiving the rest of the budget ? )
+ Coordinating/facilitation of the governance discussions (?)
+ ?

Now, we need
+ to agree on the legitimacy / need and priority of these tasks and how much we are ready to value them
+ people to apply and commit on them
Today, (too) few people are engaged and committed in the gov process work and governance tasks. Are there any propositions for making it more a collective effort ?

I'll gladly contribute to governance discussions in Badajoz. x
