Add a dotmocracy style proposal/ idea forming brainstorming stage

I'd really like to be able to do online dotmocracy-style brainstorming before making a formal proposal.

Basically anyone can make a proposal/ suggest an idea, and then people can indicate if they strongly agree, agree, neutral, disagree, strongly disagree, don't understand, and there is also a space for people to post strengths/ opportunities, or weaknesses/ threats related to the idea.
