To rephrase, I am fine with increasing the budget by $3000, just note we are doing this by request rather than "re-allocating" something already approved from an events budget.

Reading https://wiki.osgeo.org/wiki/OSGeo_Budget_2019 I do not see the QGIS budget for developers meeting (grant programme and sever compliance list listed).
We have a distinct budget for events to work with, if the project has such a request.
