Increase FOSS4G 2018 support and/or sponsorship

I like the idea of supporting the foss4g event, but not using the sponsorship mechanism. If we are concerned about the optics of not appearing as a top-level sponsors we can ask not to be shown on the sponsors page - we have plenty of visibility as host.
And our goal in financially supporting the event is based on "good" and not to increase our visibility.

This proposal was unsuccessful, electronic voting requires 100% participation and we are missing two responses. We can let this matter drop or take it up next meeting.
We have recently decided to take a platnuim sponsorship of 15k for foss4g in order to provide our community with booth space. In addition I would like motion:
> OSGeo donate 15k to the TGP to support a "second round focused exclusively on female candidates from economically disadvantages situations".
This motion is includes the following budget adjustment:
- 8k from marketing budget to go towards booth
- 13k from canceling regional TGP (which has proven inactive this year)
- 9k from increasing board "partners and sponsors" budget
This motion matches the funding of a "tansinite sponsorship" goal but does not ask for sponsorship visibility.
