STDM 2017 Code Sprint

We have the following request from Arnulf (in his capacity as OSGeo liaison officer with GLTN):
> Dear Board,
> this is a request to support a code sprint in Nairobi, Kenya focusing on the region of Eastern Africa. The code sprint with a total budget of 19k USD is planned for end of April. This funding request is for 3k USD to account for catering at the four day event.

This activity is in support of Global Land Tool Network (which is one of our strategic partnership) approved in 2014. See: https://wiki.osgeo.org/wiki/GLTN

This is an interesting one as:

  • we have allocated our sprint budget project by project
  • This activity looks to be a great joint-activity as part of hour vertical outreach "partner program" seeking out and collaborating with like-minded organizations.

This gives us a number of options to work with while respecting the 2017 budget.

I have kicked off a proposal for:

$2,000 code-sprint budget, while the technology used is a qgis-plugin this request has not been made by the QGIS PSC. I trust that another sprint will turn a profit, or we can rebalance our budget half way through the year.

$1,000 outreach budget, while we had primarily thought of this in terms of building new relationships outreach should extend to join activities with the partner relationships we do have.

NOTE: A strong case can be made for drawing just from the outreach budget (even if that requires a rebalance later). This would allow our budget to more accurately reflect what we use our money for - helping next years board plan accordingly. If you feel strongly please vote no, and we can make an alternate proposal.
