In many cases, we need to have cross-tab or multiple variable information of our DHB population, e.g. smoking rate and population by age group/ethnic group/gender. This kind of details are of better value to us.

This size of population is more stable than the first option (size=100-200) over time. So the findings from the Census years provides better value than a small yet unstable population.

Option 2 actually means more detailed data available to us in a meaningful way than Option 1.
