Adding bins to Leeds

We're working with Leeds City Council to make an up-to-date dataset of bins (and recycling) in the city.

Leeds City Council already have a dataset of bins (they publish it under OGLv3) but it isn't exhaustive. This is partly because different parts of the council have different datasets about bins and recycling points e.g. Kirkgate market bins are maintained by a different department. It means nobody has an overview of all the bins. The plan is to get all the bins in one place. We'd like them to use Open Street Map for this as it is then "open by default". We'll make a simple web app for adding/updating bins in OSM (using the API/OAuth) so that council workers and everyone else can quickly add/edit bins (amenity=waste_basket & amenity=recycling) from their phone. The import guidelines say to get community buy-in. We have buy-in from Leeds City Council (!) but it would be good to get feedback from the OSM UK community.

Loomio is really for OSMUK procedural discussions (where should we hold the AGM, what membership fees should we charge, etc.)
