A set of core policies or principles for policy derivation

Instead of the GA having to pass individual policies and public stances we ask them to approve these and then future PPI boards and agents can respond in a timely manner.

If I remember the statutes correctly this way is a possible one even today. Maybe the process can be improved to encourage others to go for it. The possibility to discuss it in writing and by speach should be given up front. Out of experience the pre-process is vital for a firm and solid "statement/decision". Plus, the GA should still have the opportunity to make decision even ad hoc if current politcs give the pressure for it.

Yes, I think we need more vital participation in the online process. It's a question of tools, but also of concept, like e.g. maybe an worldwide online GA during about 6 weeks to discuss those topics before the real life GA. I agree with Thomas, too.
