Access & authorisation

There are couple functions we need for sure:
1. Single login - one (by default, but possible to diversify) username and password for all services.
2. Secure (encrypted) access via VPN (https://en.wikipedia.org/wiki/Virtual_private_network). Not only it secures the transmitted content against eavesdropping, but also lets an user to to connect with other servers without letting "adversaries" know.
3. Anonymous? Should we allow access from the anonymous networks? TOR etc?

On #3, my opinion would be yes, on the grounds of a right to anonymity to anyone.

What would be the objections? Or: why would we want it to be otherwise?

One disadvantage (for some) may be that we are making very clear statement by that, then getting into the spotlight, sort of. I would like it to be a conscious decision, that is why I put it on the table in advance.
