Which schools & universities are making PPE + how are they going about it?

I know that these unis are doing it: Swansea University, Bath University, Newcastle University, Northumbria University, and Sunderland University (there's a project called getPPE, which is a joint effort between Newcastle, Northumbria, and Sunderland Universities)

We've hit a few snags about the legality of non CE marked PPE -
Does anyone have a template legal agreement (waiving liability, with one party agreeing to act as manufacturer) that they are willing to share?

There's revised guidance from the government saying "Where PPE necessary for protection in the context of the COVID-19 outbreak is being manufactured for healthcare workers and being purchased by the Government/ NHS bodies, it can purchased without conformity assessment. Such products may not be placed on the wider market."
Does anyone know who counts as Government and NHS for this purpose? Local Councils? CCGs? Can these bodies give the PPE to care workers who have no adequate PPE (like those in care homes)?

Local councils are government as are social services and waste management. Ccg are NHS. Private health are are not in these categories such as private care homes, carers agencies. The private companies who run these need to source their own PPE potentially via government or NHS but I haven't heard of this happening tbh
