Relevant clauses from the constitution
2.2. Eligibility, application and admission
2.2.1. With the exception of the Resident Members, any natural person
committed to the Principal Purpose and the provisions of this constitution
may apply to become a Member provided:
2.2.1.1. Application for membership is made on the prescribed Application
Form in Appendix 1 and the determined fee has been paid;
2.2.1.2. The person agrees in writing to provide a guarantee of not less
than the Guaranteed Amount to defray such liabilities and
expenses of the Company upon its winding up or dissolution;
2.2.1.3. The Application for Membership has been accepted by the Board
and such acceptance may be determined by the Board using any
criteria as the Board alone may determine; and

2.2.1.4. The name of the Member has been entered in the Register of

Members.

2.2.2. The Board may decline any application for membership and is bound to
give reasons why the application was not accepted.
2.2.3. When an applicant has been accepted for membership the Secretary
must send to the applicant written notice of their acceptance.
2.2.4. The first Member shall be the subscriber to this Constitution who shall not
be required to apply for membership.
2.2.5. The minimum number of Members is 1.

I agree kittea. It was an arbitrary number and given how fast our procedures are evolving we can leave recruiting more people for a while

Given some discussion in other threads, have we resolved a need for two different types of ELF members? I think the numbers still need pinning down, but it sounds like we might be able to define a "member" as someone who (has applied to be a member + has invested significant hours into the community + has paid a membership fee). The others who fall outside this that we may have previously considered members (eg. Uros) are just "friends" for now, basically meaning that they want to be kept in the loop and have signed up for our communications, but they have no voting powers. The idea is to ensure that anyone we ratify as an official member is engaged enough with the community that they do not hold up votes by diluting the quorum.

I basically agree with this analysis with the proviso that they as friends can still have input to discussions like Rod for example and vote on issues but their votes won't be binding as they don't constitute part of the quorum?

Should there possibly be 3 types of members: Resident memebers, non resident members; and friends.
What if anyone of us who are residents now move out, or travel for extended period of time in which it is not useful for them or Elf to be voting on and included in many items, but still want to be members.

if we adopt the new proposal I have put about non votes then that should be solved as their non vote will be a vote with the simple majority! They should be able to remain a member even though they are not actively engaged at that time

residents are not necessarily members of elf. For example a person may rent the flat below or even a long term rental of a future LifeBubble sculpted home but they want to remain just renters. Only members who are residents will be eligible for the rent to equity buy-in scheme and have issued to them LifeBubbles Pty. Ltd. shares. residents will be invited to participate in resident lumio discussions and decisions around household/rental or lease issues.

resident is anyone who has a rental or lease agreement with ELF or is a temporary guest of a resident.

I don't think "temporary guest" counts as residency. If you're a resident then you're paying rent, if you're not then you're just a guest.

How about this model:
1) Members
1a) resident (lives on the property >50% of the time)
1b) non resident (lives on the property <50% of the time)
2) Friend (just wants to be kept in the loop and involved in community events. Doesn't plan to move in)
& either of these may have a business interest in the property subject to Resident Member and ELF Board approval.
