An experimental mini-grant program.

Overview

39 people participated in our previous experimental non-binding poll on how to allocate the google funds

There were 2 big winners:
* Support EnablingTheFuture (111 points)
* Establish a mini-grant Fund (80 points)

Because the mini-grant fund could Support EnablingTheFuture (among other things) I'm creating this thread to propose and hopefully implement a first mini-grant program.

Please consider the Minigrant Program Proposal first.

There are currently two Proposals. If you think they're ready for Funding by Trustees, vote Agree!

This proposal closed without reaching critical mass. I suspect it would (and should!) pass if (a) the process were better defined (b) someone accepted responsiblity for the process (c) it were marketed.

This grant would be to identify AND reward for devices / designs that have significantly progressed or created an impact in the world of e-nable.

The idea here is simple, to reward people who have already given to the community / the world and provide REAL incentive for others to develop AND release documented works for the benefit of ALL.

"Prize" to be $1000 but divided into reward criteria.

1st thing is to identify significant milestones over e-nable's history and their creators.

2nd thing is to "mark" their success against "criteria" - should any item be missing then this element of the "Prize" should be withheld until such time it is completed; or maybe paid to a different community member if they pick up the challange and do that element.

Has the innovation been widely adopted / is used widely and is their evidence of this - suggest minimum number of builds is required to show REAL, GLOBAL impact ? 25%

Are the files readily available ? 25%

Is documentation provided to make use of the files easily ? 25%

Does the author actively progress / develop / support ? 25%

For this to work several grants to be awarded and they should always be an open grant for people to aim for !

To answer Jon's questions :-

1 - The amount should be $1000 as it needs to be enough to make people to want to work for it !

2 - Submissions should be maybe done monthly and the winner announced following a community vote / shortlist for the following month.

I like this idea in principle. In execution, I have some questions.
1) are all innovations worth $1000 or should the recognition be scaled
2) who should decide on each case, and how?

Pleased, proud, and grateful for the participation and support. We are proceeding!

We have an opportunity __and an immediate need-- to take possession of the $50k donated by Google.org to e-NABLE via Oregon Health Sciences University (OHSU). OHSU has not been able to adapt their big-hospital financial procedures to our needs, and so EnablingTheFuture has not received payment for the two projects we have now approved. We need to move fast, both to alleviate EnablingTheFuture's financial stress, and to begin using the money to support other community-approved projects.

Therefore, after discussion with the e-NABLE Strategic Planning Committee, the recently-formed Board of Rochester e-NABLE (a NY State non-profit) proposes to administer the $50K on behalf of the e-NABLE movement.

To be explicit, the money would go into a separate bank account, and we would pledge that every dollar in and out would be (a) transparently documented in OpenCollective or equivalent and (b) decision making about funds would be similarly transparent and rule-based along the lines of what we are doing in Loomio (or equivalent). The Re-NABLE Lab bank account would be distinct, and any funding of Re-NABLE from NEWFUND would be governed by the Loomio-based approval process (no self-dealing)

With approval we will proceed along the following lines:
* establish a bank account specifically for the mini-grant program
* set up an openCollective website to document and facilitate all deposits to, and payments from ,this account see opencollective.com/re-nable
* help OHSU transfer funds to that account
* transfer funds to EnablingTheFuture as per the two proposals already proposed
* use funds from a 7% Fiscal Sponsorship fee ($3500)
to engage an accounting firm to pursue 501(c)3 status
and conduct the necessary tax filing and reporting operations
* use remaining funds for projects approved by the mini-grant program.

Because time is of the essence, this proposal will close in one week (on November 6) and will be approved if the usual conditions are met at least 15 votes with at least 80% of the votes in support.

TaDaaah! The new e-NABLE Research Era begins!

E-Nable has started to receive proposals for research on Loomio. We need to define a process that we'd be willing to execute on and post it on Loomio for approval. We'd then need to apply this process each time a proposal comes in. My suggestion is the following process:

I agree that voting shouldn't be tied to funds available. If an idea has the merit, even at a price beyond what can be allocated, I think there is value in recognizing it. We could "rack and stack" them by priority separately.
