Voting rules for Loomio

From past Loomio experience, not everyone who is a GOSEP member will engage with every topic or want to vote on proposals they don't feel strongly about either way. In my past groups, we resolved this, and the related issue of a lack of quorum, very successfully by voting on a proposal that all votes not cast on a proposal are deemed to be cast in favor of the actual majority vote cast. This gives members the autonomy to engage with topics they feel strongly about, and let others who do feel strongly about the issue debate and resolve it. I have already incorporated this principle into the GOSEP LTD Constitution but as it is fundamental to the democratic functioning of the group it needs to be voted on here to establish the Loomio ground rules

This is now the way we vote. Richard I’m happy to discuss with you the voting rules in the constitution. It may be easier to make comments on the google doc version as the PDF version is what is registered as our constitution. It can be changed if te members vote to change it

Votes of Members who do not vote are deemed to be cast in support of the majority vote for a proposal.

I decided to abstain because I'm not sufficiently familiar with the voting rules and would prefer opportunity to critically examine and discuss constitutional rules with founding members.
