Stop the export of dairy and red meat.
According to the OECD the contribution of New Zealand's agricultural sector accounted for 49% of our climate change emissions in 2014. The highest share in the OECD. This is for a sector that accounts for 5% of our GDP.
Stopping the export of dairy and meat (no export in ten years) is the only way I can think of to meet this target and still remain out of recession. I have done some initial calculations here. They are incomplete, but I wonder whether the party should support this as a policy.

Yus, so Cows are carbon Neutral. They get their carbon from the air and return it to the air.
Getting energy from the sun is exploiting an off-Earth resource. The Sun is not on Earth.

Cows are not carbon neutral as much of the gas they output is methane. CH4 is 20x more effective as a GHG than CO2.

The Earth is an open system innit. "Sustainability" means exploiting off-Earth resources instead of the more limited supply we have here.

But there's enough carbon on Earth to sustain life. Just needs energy and that comes from the sun.

Even the off-Earth resources are limited and so current practices extended outwards from Earth would still be unsustainable.

Most of that would be covered by water in/water out. If they breathed in water and breathed out H2O2 then yes, it could be the death of us all but they don't so no need to worry.
