I don't think it's immediately necessary, although a rough draft might inspire more podmins to write their own.

While these would only be suggestions or guidelines for podmins (as mentioned in another discussion, we can't make a podmin use any particular TOS or privacy policy), I do think it's necessary. In some jurisdictions, a privacy policy is a legal requirement. It's also a requirement for any pod using Facebook integration (since you have to register an app on Facebook and, according to their TOS and developer guidelines, every app must have a privacy policy). I may be wrong on this last point, but my understanding is that any site serving any European traffic also needs a cookie policy now.

In addition to the links already provded here, Wordpress.com has licensed the text of their TOS and privacy policies under a Creative Commons license, so those could possibly be used as a starting point.
