Collaborative Grassroots, Survivor-Centric Case Management System

Problems: 1. Case management is organization-centric, without much participation of the survivor. 2. Case management software is centralized, but case management is decentralized. 3. Gathering custom information useful to case managers is impossible. 4. Sharing information among organizations is impossible. 5. Survivors cannot see the status with whom their information is being shared.

Proposal: Build an open-source portal for case managers to help them manage some of the following use-cases: Pre-declariation Case Management; Making intelligent connections and minimizing duplication of efforts among case managers from other organizations; Integration with CAN; Streamlining grant applications; Intelligent automatic grant matching with survivors; Survivor-sentric permissions to view and/or share information with agencies; External reporting; Maximum appropriate, survivor-centric transparency; LTRG Vulnerability scoring.

Not all use cases will be facilitated on the first round, but would be prioritized based upon feedback from the community.

Although any case management software may be used to power the open source portal, VisionLink would donate the basic functionality of their secure software and database, Community OS. Use of the portal would be free to all Boulder, CO recovery organizations.

Case management is where you will find all of the under-served populations after a disaster. Case management lasts for five years after an event (sometimes more--Katrina case management is still happening). The status quo is not friendly to surivors

Sounds very useful! In the final presentation, it would be great to learn more about the planned portal's security to protect privacy, and the connection with the existing case management software (how often is data synced, and is it one-way? how are conflicts resolved?).

This hits at the heart of the improving information management, which is definitely a key theme. In general, I really like what's laid out here. However, having a dedicated government or local partner would greatly strengthen this idea since interoperability with many existing systems will likely be the key to its success.

@jenniferzawacki Happy to address security. CommunityOS (which will power case management) is already used for the nation's largest case management system, CAN, with more than 900 private and government partners nation-wide. CommunityOS has a flawless privacy, security, and availability record stretching more than 10 years. More details at the presentation.

@shadrockroberts Agreed that local partnership is vital. We have already been in design discussions with Boulder County and several case management agencies, who are ecstatic about the idea.

As the Flood Recovery Case Management supervisor for Boulder County I would share that this is essential to work being more fluid. I am still, after 2 years, using spreadsheets of residents. With over 200 open cases this is very time consuming and difficult to manage. I believe that we can overcome the confidentiality barriers.
