Purpose of the Neighborhood Association?

It often seems to come up as point of debate regarding the actions or ideas raised by the neighborhood association board (for lots of them, not just Montavilla).

Some feel that the legally stated purpose (attached screencap from the bylaws) can be objectively interpreted to be explicit, I would argue that it's intentionally written to be dynamic and therein the clause "f" affords the board discretion over "other such purposes".

How does the community interpret the existing purpose in the bylaws, and what should be changed about it?

I don't disagree, but how should that apply to the purpose, i.e. the stated actions we would perform?
