We have negotiated a memorandum of understanding with the United States Department of the Interior to assist the the adoption and use of open source software in their organization and engage their staff in the open source community.

This document has been reviewed by DOI legal, and the OSGeo board members and is satisfactory to both parties.
This motion is to:
- Sign the document electronically and email to DOI.
- Confirm DOI signature
- Issue a press release on our website and forward to appropriate media channels
- Add DOI the wiki and beta osgeo website as a partner

I propose that OSGeo President Venkatesh Raghavan sign the agreement and send it to Department of Interior Geospatial Information Officer Thomas Dabolt ( cc'ed on this email) for his signature. Once the document is signed, we can work with our respective Outreach personnel to formulate a joint press release.

This draft was discussed in the most recent board meeting of September 7th 2017 resulting in an additional point (on open source participation) being raised.
The document has been reviewed and approved by Department of Interior legal and is ready to sign. Given that the financial year for DOI is close they would prefer to sign this document electronically (print/sign/scan) or (pdf/sign/email) rather than have a f2f signing with representatives.
