Strengthening of Vote-holder Membrane

As we prepare for the next phase of the EN, it is vital we increase the barrier for entry into voteholdership.

I propose to remove subscription based vote-holders all together.

I propose that when keys split, the required amount of keys to be held to retain voteholdership be 5,000.

I propose we enhance the requirements for sponsored and allied organizational leaders. To retain voteholdership from participating in an EN Allied group, the organizations allied with earth nation must be completing a mutually beneficial transaction with the Earth Nation at least once a month.

I propose we do not allow our employees or working members to become voteholders. Employees/Working members must accrue 5,000 keys like everyone else.
