Participatory Budget Discussion

DU Etienne Public Seen by 303

Dear community, as a follow up to what was decided at the Summit in Salerno, here is our proposal for

PARTICIPATORY BUDGETING V1.0

We have planned one week of discussions and review of this proposal to verify that is make sense. Please, feel free to ask questions, give feedback and tell us if you feel OK with it.
Thank you very much: Etienne-Francesca-Julie-Manuela.

Our Goal :

Create the ideal conditions for each Connector to freely decide in service of OuiShare how to distribute and allocate his/her share of the participatory budget to help OuiShare and its members thrive in the next 6 months.

Requires :

Transparency, a good level of information, trust

Pilot set-up:

This is a first pilot of the participatory budget, decided at the Summit #7. As agreed there, the amount available for the participatory budgeting is 25 000€, to be allocated to the 70 connectors, so around 350 per connector and used in the next 6 months (till end of 2015).

We hope to repeat the exercise next year at the Summit #8 with next years budget and a V2 of this pilot.

Tokens: can be converted into Euros. 1 Token = 1 Euro

Expected Results:

*The projects that make sense to the community are funded
* Projects leaders feel backed by the community
* Connectors have good financial conditions to work

Our Choices:

*Give Connectors the freedom and responsibility to decide whether to distribute his/her tokens to many different projects and / or Connectors, or only a few.
*Do this on an open spreadsheet which offers transparency and consciousness of all the projects and their levels of funding at a given moment.
*Have 2 voting periods, during which you can change your vote until the final deadline, which should enable a liquid evolution of votes, and which, we hope, will stimulate project leaders to communicate for their projects as we are used to from Crowdfunding campaigns.
*We ask each Connector to decide whether they are open to being funded by other Connectors (let’s call this “to cash-in”), which means receiving tokens from others which they will transform into Euros by invoicing OuiShare. Each Connector also has the option to say they do not want to cash-in.
*We ask you to take leadership to propose projects that you think would benefit OuiShare in its development and for each project to describe its aim, impact and financial needs

Our Hope:

By choosing such an open framework we hope to raise collective awareness for our projects and their needs, and create a shared responsibility for how we distribute our budget.

Additionnal information :

We all should be aware that Connectors who would like to transform tokens into Euros need a billing capacity, which also means that they will be taxed.

Next steps & EDITED timeline :

16 - 2nd Septembre : Call for projects that want to apply for budget : Call for projects
3rd-8th Septembre : First Voting period
9th Septembre : Review after 2 weeks of the evolution of projects funding
10-14th Septembre : 2nd and final Voting Period
14th Septembre 12:00am : End of votes
15-16th Septembre : Finalisation / comments / critics
16th Septembre : Distribution - Allocation

You can find the Spreadhsheet here :
Spreadsheet for the Vote
It's a comment only mode for now, just to show you how it would work

This might not be perfect, it’s a permanent beta, a work in progress and we hope you can help us to make it a better tool for us to work collectively in a smooth way.

Looking forward to your feedback so we can launch the call for projects next week!

great preparation so far... thx everyone. I like to second Auli's concern about delays. Also I suggest to not nail too many details... it will be a learning process.
I took a look at the speed sheet... no entries yet!

@etiennezoupic @francesca @julie6 Only comments are allowed in the spreadsheet. Is the timeline correct or will you change the dates? I would like to put the OSFest Barcelona project. Thanks!!!

Hello guys,

I not reactive, I am deep down in POC21 Setup.

About the timeline, we decide this one because we were already quite late in the planning and as some of you told if we delay again it wouldn't left much time to the funded projects to work until the next summit.

About the spreadsheet : I didn't find the time to take care of it :) Actually I thought I would be good to make the spreadsheet so that each connector can only edit his/her own column, not the others. This way it should avoid any mess up! To do that I need to enter every connector gmail email.

Thx Julie, that’s cool!
But could you open the doc so connectors can edit?

It’s view only right now.

Much success for POC21 :)

Since @etiennezoupic is leading this, I will let him get back on this to start the next steps. This spreadsheet was only an example for now, and the next step was to formally launch the call for projects with a form so you can provide information about it! In my opinion we should not delay the process by more than 1-2 weeks max.

I do have some bad news though unfortunately: due to an error in a spreadsheet calculation, as well as news I have received that some OS projects won't be able to give as many structure costs as originally planned (because budgets ended up being smaller), or cannot do so yet, the overall available budget will be smaller than we thought.

Therefore we will need to lower both the participatory as well as the global budget by about 10 K each :( , meaning we will have about 15 K available for the participatory budgeting.

Oh indeed bad news :(
Well, we need to move forward and agree not to delay the process a lot.

Dear all,

Thanks for your feedback, comments and warnings.

As this is our first pilote, we will keep the agenda and get one more week dealy to get the call for project running until 2nd of septembre, which should bring more time for people in vacation to join, but still keep a tight schedule till mid septembre.

I also added a short post on OS Connectors on FB and will put another one when the call for project launches.

@myriamboure for your example of election without candidate and more freedom, we discussed this also and thought about it, it would add a bit more complexity since we would have to check at the end who has token that it doesn't want to cash-in etc... so, we considered this other option of saying yes/no to cash in and making people vote directly for projects or open Connectors.

The spreadsheet will be open once we have all the projects from the call in the batch.

Cheers, looking forward to run this through and see how it goes.
Love,
E

@etiennezoupic can you help me understand how people should propose a project to be funded? is there a Form somewhere?

@francesca should we consider official the reduction from 25 to 15K?
Also, (and maybe off topic here), do we plan to announce and share the updated global activities budget

Francesca Mon 17 Aug 2015 1:10PM

@simonecicero I'm still waiting for some last information from the poc team about their structure costs cc @benjamintincq till I can make a final statement on the amount, but it definitely should not be less than 15 K.

I've been working on the updated global budget proposal @simonecicero and will share soon.
