Yes, I think this is something that should be explored. Questions arise about enforcement (as ever) - how can we sure someone hasn't got a car? What if someone moves to the area and doesn't register their car there? etc.

I like it in principle but I do wonder if this is really more likely to have a positive effect on modal shift than spending the money on public transport and cycling infrastructure etc? People aren't as psychologically influenced by receiving things as they are by having them taken away, so a hefty cost for the RPZ is more likely to dissuade car ownership than the positive reinforcement of this proposal. I'm quite up for being convinced though.

I agree with @emmalouisehardman about the psychology here; however it seems that being responsible is often associated with penalties. There are various incentives for those with capital areas (feed in tariffs) or those who live in windy area (windfarm payments) but wouldn’t it be nice if there were a bonus every once in a while for those who were already doing the right thing? (it should also be noted that I was just kicking this off with an easy question which I thought might generate a lot of debate and to test this tool.)
