Update: Social.coop is now officially part of the Project Council. We will continue discussions about switching the Open Collective host.

@williammurphy at this point I'd rather not re-write the proposal, but we can certainly revisit after 6 months. The trouble is that from the IoO perspective, it would be good to have some continuity.
