A key tenet of the Earth Holocracy Proposal is that sustainability, justice and peace can only be realized by the decentralizing and radical democratizing of the global politico-economic system - that is, by the self-empowerment, self-organization and collaborative efforts of Local Communities everywhere. Forming Local People's Assemblies and therein claiming the democratic right of all Peoples to Self Determination is - for the Earth Holocracy Proposal - the starting point for building the new, decentralized, transparent, ethics-based, ecologically-sound and humanly-rewarding system of 'Real Global Democracy'. The People's Assembly is the key civil organization of the global 'Real Democracy' Movement. The Earth Holocracy Proposal's Local Community Declaration of Rights (which derives its authority from the UN Bill of Human Rights) is a customizable legal template with which Local People's Assemblies may assert their right - as distinct 'placed-based Peoples' - to look after their long-term well-being by virtue of freely directing their own affairs and freely managing their own natural environment and resources. Using the Local Community Declaration of Rights furthers a community-rights-based approach to the necessary task of 'reclaiming the commons' - returning management of key natural, financial and infrastructural resources to transparent, ethics-based, humanly-rewarding and ecologically-sound public control.
