Broadcasting Portfolio: Fully funding public broadcasting

Hi all - we have agreed that our 2017 manifesto will address public interest broadcasting, as this is an area that was not yet developed in 2014.

This thread is for compiling research/stats/links and opinions surrounding whether we should fully fund the existing public broadcasting, how we can strengthen the sector, and/or expand it.

In my perfect world i would be advocating for a slice of the freeview pie to be allocated. The spectrum for freeview is administered by iwi. The digital spectrum is infinite.. I would ljke to see a channel opened for public broadcast. I would like to furnish roles on said public channel by recent graduates so they can gain vital production experience. I would advocate that nz on air allocate part or full funding in the initial 12-24 months of operation. I would advocste that staff are psid a eage after a undecided period. Tbc. I would advocate thst said station embodies the charter and actually goes over and above and has around 80% minimum of local content. I would advocate that all advertising is only for local and ethical companies. I wouuld also advocate thst the station plays a list of public domain documentaries both locally and internationally produced. I would also advocate that we partner with shows like young turks, democracy now, global rev for upforit and critcal content. I would also advocate for an on the job elite live stream training acadamy where graduates would be equipped with tech and a platform and get out and pip the msm and tell the real story... Media by us for us! #MediaByUs.... . Thoughts?

@ben cooney. The digital spectrum is NOT infinite, it is definitely finite. This is why the government (or someone) needs to regulate its use. This currently enables our government to auction different sections of the spectrum and use it for revenue generation.

The usage types you are referring to is better suited to the Internet - not broadcast.

Anyone can livestream to the Internet so then we do not need to determine what activity is allowed to take place on the Internet which then starts to nullify this whole thread.

@Idiom axiom. Point-point cellular and wi-fi are not viable options. If these were viable then Chorus would be putting in more Cellular Repeaters instead of Fiber.

If we are funding - then we need to determine what content needs to made available and then the best way of delivering that content to the people who wish to view that type of content. You cannot unsubscribe from a public broadcast, you can only turn it off. (Then go surf the web)

I believe what we need to be looking at is doing away with the broadcasting model we have grown up with and move it completely to the internet. That way the infrastructure costs for transmission are greatly diminished.

New Zealand has or at least did have space allocated above New Zealand for our own personal satellite. This would be used for downlinks for Internet activity that covers the whole of NZ and for services such as Sirius XM for mobile entertainment reception.

Maybe? Maybe not? In terms of tech soecs and briadcast functionality and user interface i would argue using a terrestrial platform and simulcast ti the internet.... After working in tv and film and doing the initial research on best modality. I see that a slice of the free view pie is a better option as nz on air are far more likely to grant funds... At anyrate i have a few contacts thst i will contact in the near future and get the specs.... A station needs to be a station thst the masses have ease of access too. Sure webtv will be great for tech savvy people... But will isolate a huge segment if the market... Freevirw imho is the most viable and encompassing platform... This will also gaurentee high production values... And be better to secure advertising revenue

Fyi i have just farmed out a message to the powers that be @freeview to gather some more intel.... Will have a look at various tech options in terms of broadcast ie cams mixers and audio and servers for content and get a base level figure... Watch this space....

No I'm not. I'm advocating that the government owns the infrastructure to provide the service to the population and the producers. It will then be up to the producers and the population what's on it.
